The authors analyze the main factors of stimulation and restraint of realization of innovation potential in regions. As a result of the selection of marketing component in their structure, their role in managing the innovative development of the regions is substantiated. The main marketing strategies of innovation development of regions and their components are described. The analysis of the driving forces of economic development in recent decades has shown that the leading positions of the countries are decisively determined by innovation factors. They are the basis for the dynamic development of individual enterprises, regions, countries, and the world economy as a whole. Marketing criterion assessment of innovative potential is a powerful tool for the successful development of the region's capabilities, especially useful for regions characterized by high indicators of innovation activity. Marketing aspects of innovation development in the region can become the basis for attracting investment, forming a positive image and overall economic development. Regional marketing allows to assess the current market situation, to forecast the prospects of promoting regional innovative products, to take measures to create a positive image of the region and strengthen its competitive advantages. Визначено, що налагодження та забезпечення ефективного функціонування механізмів фінансування галузі охорони здоров’я є найголовнішою передумовою її успішного реформування.; The work determines the peculiarities of the organization and financing of the Beverage healthcare model using the example of Great Britain. The national strategy for reforming the healthcare system in Ukraine is analyzed, and the key principles of this reform are identified. The trends for further reforming are substantiated and the main problems and possible threats are highlighted. It has been determined that the establishment and ensuring of the effective functioning of the mechanisms of the healthcare industry financing is the main prerequisite for its successful reformation. The World Health Organization characterizes the UK national health service as highly effective one. The Beverage healthcare model determines its national character and a high degree of centralization of management. The principle of centralized financing determines the acquisition of the main part of funds from the state budget at the expense of general tax revenues. After analyzing the main organizational and financial aspects of the Beverage health system, we can single out its main features: free medical care is provided to the population; all population has the access to free medical services; funding comes from the state budget; wide professional opportunities of general practitioners; general practitioners are fund holders; medical services market plays a secondary role. The developers of Ukrainian reform in the healthcare system officially have taken the Beverage model as a basis. We have studied the manifestations of these characteristics in Ukrainian reality as probable perspectives and threats. It is concluded that it would be quite difficult to implement in practice all the criteria laid down in the reform program and comply with the principles of the Beverage (budget) financing model in Ukrainian reality. Our state does not possess sufficient resources. It has been found out that at the present stage of state development, higher education is the driving force for changing and updating the country's social and economic status. Therefore, investment in higher education is the main factor by which the state influences not only the quality of educational services and the state of universities, but also the development of the economy as a whole. It has been found that the state plays an important role in organizing educational services at regional level of the country, forming the legal field and financing the educational sector. The regulatory activities of the state can be implemented at the stage of planning, motivating, and organizing and include regulating and streamlining of socio-economic processes in higher education, guiding them in certain directions in accordance with certain goals and priorities, eliminating contradictions, obstacles, and deviations by appropriate measures. It has been found out that the education regionalization, especially in the context of the power decentralization, can be considered as a tool to achieve compliance with educational needs of the region through the revitalization of its internal development resources. In its turn, educational needs of the region should be formed by means of education of those personal qualities that contribute to self-realization and vigorous civic activity. It has been determined that an important problem in the organization of educational services at all levels consists in accessability of education, which is socially acute with a transition to the level of higher education, that is not mandatory, but critically expedient and necessary prerequisite for ensuring life quality, social stability and prospects. It has been highlighted that in order to improve the performance of universities, there is an urgent need for the formation of a comprehensive system for managing the career process, which includes interrelated goals, functions, principles, structure and staffing. Зроблено висновок, що використання запропонованого методичного підходу до оцінювання інноваційного потенціалу будівельного підприємства регіону України, який ґрунтується на інтегративному підході, дає можливість визначити триєдину сутність інноваційного потенціалу будівельного підприємства регіону України, а саме – виокремити ресурсний, результативний і внутрішній рівні, і не лише розрахувати інтегративний показник інноваційного потенціалу будівельного підприємства регіону України, а й класифікувати підприємства за його величиною на регіональному рівні.; The article suggests a methodological approach to assessing the innovation potential level of construction enterprises at regional level. It has been found out that uniform development of Ukrainian regions is the priority for the development of its economy. Each region is a complex socio-economic system that is in constant interaction with other regions and is a part of socio-economic system of the state. The construction complex is important for the vast majority of regions of Ukraine, since it is the construction that meets the needs of both industrialists and the population. Therefore, the problem of managing the innovation potential of all representatives of the construction complex is urgent for the regions of Ukraine. The existing proposals for assessing the innovation potential based on the resource approach, the structured approach and the process approach have been summarized. Such stages of methodological approach to assessing the innovation potential of construction enterprises in the regions of Ukraine as: definition of the research objective – assessing the innovation potential of construction enterprises in the region; selection of construction enterprises in the region to assess their innovation potential; selection and accumulation of information on construction enterprises in the region to assess their innovation potential; assessment of the resource, productive and internal levels of the innovation potential of construction enterprises in the region; assessment of the innovation potential of a certain construction enterprise in the region have been determined. It has been proposed to calculate the value of the resource, productive or internal levels of the innovation potential of regional construction enterprises using the square root formula from the sum of squares of effective values of all indicators characterizing the corresponding (resource, effective or internal) level of the innovation potential of a certain construction enterprise in the region. It has been concluded that the proposed methodological approach to assessing the innovation potential of a construction enterprise in the region of Ukraine, based on the integrative approach, allows to determine the triune essence of the innovation potential of the construction enterprise in the region of Ukraine, namely, to highlight the resource, productive and internal levels, and not only to calculate the integrative indicator of the innovation potential of the construction enterprise, but also to classify enterprises by its size at regional level 2019-01-01T00:00:00Z
