Abstract: Консенсус одночасно є принципом, методом і технологію прийняття політичних рішень на підставі подолання розбіжностей унаслідок виявлення та усвідомлення спільних інтересів. Тому його чинність поширюється не тільки на внутрішньополітичні, але й на зовнішньополітичні процеси. Досягнення консенсусу між державою і суспільством може бути визначене як пом’якшення конфлікту між «низами» та «верхами» на засадах терпимості й толерантності. Поняття терпимості позначає соціально-психологічний прояв поваги і доброзичливості людини щодо переконань «іншого». Толерантність визначає здатність суб’єкта реагувати на будь-який несприятливий чинник з огляду на відсутність ворожості стосовно «не свого». Автор звертає увагу на найважливіші принципи гармонійних відносин між громадянами і державою, а саме, принципи солідарності й субсидіарності, які у свою чергу сприяють наповненню функціонування державного механізму соціальним змістом. При дотриманні вказаних принципів зумовлюється виникнення нової якості державної влади й політичних інститутів, які від відносин підпорядкування й панування переходять до солідарних відносин з громадою. У даному випадку основою постає консенсус інтересів. Аналізується і характеризується місце та роль політичних партій у контексті досягнення політичного консенсусу, які у сучасному світі є виразниками інтересів різних груп суспільства. Партії постають головними елементами громадянського суспільства, через здійснення низки політичних функцій можуть ефективно впливати на розвиток суспільства та брати участь у комунікаційному процесі. Як результат, сполучною ланкою між державою та громадянським суспільством, як комунікативне завдання, можуть стати політичні партії. Завдяки успішному вирішенні цього завдання політичний консенсус може стати реальністю. Завдяки цьому терпимість і толерантність виявляються засобами гармонізації інтересів у гетерогенному суспільстві, передумовою досягнення загальнонаціональної консолідації.
Сonsensus is at the same time a principle, a method and a technology of policy-making based on overcoming differences due to detection and recognition of common interests. Therefore, its validity is not limited to domestic processes, but also on foreign policy processes. Reaching consensus between state and society can be defined as mitigating the conflict between the «lower ranks» and «top ranks» on the principles of latitude and tolerance. The concept of tolerance designates socio-psychological manifestation of respect and goodwill towards human beliefs of the «other». Tolerance determines the ability of the subject to respond to any adverse factor given the lack of hostility against «not our». The author draws attention to the fundamental principles of harmonious relations between citizens and the state, namely the principles of solidarity and subsidiarity, which in turn contribute to filling the state machinery functioning social content. Subjecting to these principles predetermines the emergence of a new quality of government and political institutions which from the relationship of subordination and domination transform into solidarity relationship with the community. In this case, a consensus of interests becomes a basis. Place and role of political parties in the context of achieving a political consensus which in the modern world are the voice of various groups, were analyzed and characterized. Parties arise as major elements of civil society, through the implementation of a number of political functions can effectively influence the development of society and participate in the communication process. As a result, political parties can become the link between the state and civil society. Due to the successful resolution of this problem a political consensus can become a reality. Thereby latitude and tolerance become the means of harmonization of interests in a heterogeneous society, a prerequisite for achieving national unity
