Нормативно-правове забезпечення організації діяльності готельного господарства в сучасних умовах

Abstract

У роботі наведено аналіз чинної нормативно-правової бази щодо питань організації діяльності готельного господарства в Україні. Здійснено оцінювання динаміки змін у сфері готельного бізнесу з урахуванням вимог сьогодення та врахування необхідності дотримуватися більш жорстких заходів стосовно забезпечення належного санітарно-гігієнічного стану, безпеки у зв’язку з умовами карантину, спричиненими пандемією COVID-19. Подано аналіз теоретико-методичних розробок щодо термінологічної бази та сутнісної характеристики ряду дефініцій, які стосуються питань організації господарської діяльності готелів як в Україні, так і за її межами. Мета дослідження – аналіз сучасної нормативно-правової бази з питань організації діяльності готельного господарства в Україні в сучасних умовах. Під час наукового дослідження використано аналітичні, статистичні методи, методи порівняння тощо. Враховуючи виклики часу в напрямі створення безпечних умов для організації та надання відповідних якісних послуг у сфері туризму, систематизовано основні чинні нормативні документи (міжнародні, вітчизняні, галузеві тощо) та акцентовано увагу на нагальній потребі розробити на міжнародному рівні відповідні індикатори та критерії їх удосконалення й адаптації до реальних умов їх впровадження на місцях. У статті доведено, що якість надання готельних послуг залежить від комплексу заходів і дій в їх гармонічному поєднанні та синергії. Систематизація різних факторів впливу на хід розробки та визначення інструментів щодо впровадження стандартів, врахування адаптивних чинників для реалізації нормативних вимог має стати рушійною силою в напрямі гарантування якості готельних послуг на всіх рівнях господарювання. Стаття узагальнює аргументи щодо питання необхідності враховувати в державних стандартах України вимоги міжнародних стандартів у сфері організації та надання готельних послуг. За результатами дослідження зроблено висновки про те, що знання та дотримання нормативно-правових вимог до організації готелю має вагоме значення для забезпечення якості організації та надання основних і додаткових послуг туристам, сприяє не тільки безпечному перебуванню в готелі чи іншому закладі розміщення, але й відповідному рівню комфорту та привабливості для подальшого попиту серед різних груп споживачів. Результати дослідження можуть бути корисними для працівників сфери туризму, готельно-ресторанної справи, сфери послуг у цілому, науковців, викладачів, студентів вищих навчальних закладів, які опановують спеціальності «Туризм», «Готельно-ресторанна справа» тощо.

The paper presents an analysis of the current regulatory framework on the organization of hotel industry activities in Ukraine. The assessment of the dynamics of changes in the hotel business and consideration of the need to adhere to stricter measures to ensure sanitation, safety in connection with the quarantine conditions caused by the COVID19 pandemic have been made taking into account present time requirements. The analysis of theoretical and methodical research papers concerning terminological base and the characteristic of the essence of a number of definitions concerning issues of the organization of economic activities of hotels both in Ukraine, and abroad is presented. The purpose of the study is to analyze the current regulatory framework on the organization of the hotel industry in Ukraine in modern conditions. Analytical, statistical methods, comparison methods, etc. have been used during the research. Taking into account the challenges of time in the direction of creating safe conditions for the organization and provision of relevant quality services in the field of tourism, the main current regulations (international, domestic, industry, etc.) are systematized and the attention is focused on the urgent need to develop appropriate indicators and criteria for their improvement and adaptation to real conditions of their implementation in cities. The article proves that the quality of hotel services depends on a set of measures and actions in their harmonious combination and synergy. Systematization of various factors influencing the development and definition of tools for the implementation of standards, consideration of adaptive factors for the implementation of regulatory requirements should be a driving force towards ensuring the quality of hotel services at all levels of management. The article summarizes the arguments on the need to take into account the requirements of international standards in the field of organization and provision of hotel services in the state standards of Ukraine. According to the results of the study, it is concluded that knowledge and compliance with regulatory requirements for the organization of the hotel is important to ensure the quality of the organization and provide basic and additional services to tourists, contributes not only to a safe stay in a hotel or other accommodation, but also to comfort and attractiveness for further demand among different consumer groups. The results of the study can be useful for employees in the field of tourism, hotel and restaurant business, service sector in general, scientists, teachers, students of higher educational institutions who master the specialties "Tourism", "Hotel and restaurant business" and so on
