Підвищення рівня соціальної безпеки суспільства через зниження показника безробіття: регіональний аспект

Abstract

В статті розглядається питання конкретизації суті соціальної безпеки та її загроз у контексті взаємозв’язку з економічною безпекою та виявлення шляхів збільшення кількості внесків до пенсійного фонду шляхом зниження безробіття. Результати наукового дослідження полягають у вирішенні важливої соціально-економічної проблеми – підвищення рівня соціальної безпеки через зниження рівня безробіття в специфічних умовах ринкової трансформації та реформування економіки України. Авторами був зроблений прогноз динаміки показника безробіття та надходжень до ПФУ по Черкаській області. Виявлено, що у зв’язку з пенсійною реформою, яка має на меті впровадження другого та третього рівнів пенсійної системи, рівень безробітних знижується, а внески до пенсійного фонду збільшуються і, як наслідок, дефіцит ПФУ буде знижуватися, що є позитивним для економічної ситуації не тільки регіону, а й країни в цілому.

The article deals with the issue of specifying the essence of social security and its threats in the context of the relationship with economic security and identifying ways to increase the number of contributions to the pension fund by reducing unemployment. The results of scientific research consist in solving an important socio-economic problem – increasing the level of social security by reducing unemployment in the specific conditions of market transformation and reforming the Ukrainian economy. The authors produced a forecast of the dynamics of the unemployment rate and revenues to the PFCs in the Cherkasy region. It is revealed that in connection with the pension reform aimed at introducing the second and third levels of the pension system, the level of the unemployed is reduced, and contributions to the pension fund are increasing and, as a result, the deficit of the PFC will decrease, which is not favorable for the economic situation not only the region, but also the country as a whole
