Конкурентоспроможність регіону: стратегічні орієнтири розвитку регіонів України

Abstract

Встановлено, що на досягнення регіоном конкурентоспроможності на національному та міжнародному рівнях визначальний вплив мають: економічні фактори: ступінь розвиненості, прогресивності та сучасності регіональної інфраструктури, у тому числі критичної; людські ресурси; рівень прогресивності інновацій та наукових досліджень; рівень розвитку ділового середовища регіону. На основі стратегій регіонального розвитку областей України проаналізовано рівень спрямованості кожної стратегії на досягнення конкурентоспроможності та конкретизовано стратегічні орієнтири збільшення конкурентоспроможності регіону. Здійснено систематизацію стратегічних орієнтирів розвитку та виділено десять найбільш затребуваних в регіонах України напрямів руху до конкурентоспроможності. Конкретизовано ті переваги, які отримає регіон при досягненні стану конкурентоспроможності

The region is the main effective link in the country's economy, and the quality of life of the population and the satisfaction of its needs will depend on how well organized economic relations are at the regional level. It is possible to achieve an increase in the level of socio-economic development of the country when the regional authorities proclaim a course towards achieving a competitive state in the region. The article is devoted to con- cretizing those strategic guidelines for the competitiveness of each region of Ukraine, the observance of which will allow the regional and national economy to emerge from a crisis state in post-war times. It has been proven that the competitiveness of the region as a phenomenon is complex and depends on a whole system of internal and external factors of influence. It has been established that the determining influences on the region’s achievement of competitiveness at the national and international levels are: economic factors; the degree of development, progressiveness and modernity of the regional infrastructure, including critical infrastructure; human resources; the level of progressiveness and prospects of implemented innovations and scientific research carried out in the field; level of development of the region's business environment Based on the regional development strategies of the regions of Ukraine for the period 2021–2027, the level of focus of each strategy on achieving competitiveness by the region is analyzed and those strategic development guidelines are specified with which the opportunities for increasing the competitiveness of the region are linked. The systematization of strategic development guide- lines was carried out and the ten most popular directions of movement towards competitiveness in the regions of Ukraine were identified. The strategic guidelines for achieving regional competitiveness, which arose as a result of the war in Ukraine, have been supplemented. The benefits that the region will receive when it achieves a state of competitiveness are specified. The necessity of creating a plan for post-war achievement of competitiveness separately for each region of Ukraine is substantiated.
