Англійська мова як універсальний механізм модернізації дипломатичного дискурсу у глобальному середовищі XXI століття

Abstract

Стаття аналізує значення англійської мови для міжнародної дипломатії ХХ століття, з’ясовує, як з її допомогою змінюється ефективність переговорів, формується міждержавна довіра та координуються міжнародні рішення. Комплексно вивчаються політичні, економічні, культурні та технологічні фактори, що зробили англійську домінуючою мовою-посередником, а також її культурологічний та лінгвістичний аспект. Розвиток дипломатії ХХ століття окреслено в історичному та політичному контекстах, не оминаючи наслідків двох світових воєн, утворення Ліги Націй та ООН, а також глобалізаційних процесів та утвердження міжнародних організацій. Доведено, що саме ці фактори спричинили необхідність стандартизувати мову міжнародного спілкування, без якої важко було б досягти точності, оперативності та нейтральності у середовищі багатомовної дипломатії. Висвітлено основну роль англійської мови – забезпечити якісну комунікацію двосторонніх і багатосторонніх переговорів, а також безперебійну роботу міжнародних організацій. Глобальна англійська уніфікувала процедуру переговорів, мінімізувала двозначності, підвищила швидкість комунікації й точність формулювання фраз, впливаючи таким чином на результативність укладання дипломатичних угод. На рівні культурології та лінгвістики визначено статус англійської мови як репрезентаторки національних інтересів, що формує міжнародний імідж держави та демонструє компетентності спеціалістів у дипломатичних колах. Представлено факти, що стандартизована мова мінімізує ризики виникнення культурних непорозумінь, забезпечує умови прозорої та довірливої комунікації, а на глобальному рівні дозволяє дипломатам, що представляють інтереси своїх держав, виглядати професійно та авторитетно. Результати дослідження показали, що в ХХ столітті англійська мова перетворилася на універсальний інструмент дипломатичної взаємодії, що контролює якість комунікації, стандартизує процедури, стає посередником між культурами та демонструє політичну позицію держав. Її домінування спростило багатомовність міжнародних переговорів, вплинуло на координацію рішень і сформувало стабільне та передбачуване середовище міжнародної дипломатії.

The article analyzes the significance of English for international diplomacy in the 20th century, explains how it changes the effectiveness of negotiations, shapes intergovernmental trust, and coordinates international decisions. It comprehensively examines the political, economic, cultural, and technological factors that made English the dominant lingua franca, as well as its cultural and linguistic aspects. The development of 20th-century diplomacy is outlined in historical and political contexts, without overlooking the consequences of two world wars, the formation of the League of Nations and the UN, as well as globalization processes and the establishment of international organizations. It has been proven that these factors necessitated the standardization of the language of international communication, without which it would be difficult to achieve accuracy, efficiency, and neutrality in the multilingual diplomatic environment. The main role of the English language is highlighted – to ensure highquality communication in bilateral and multilateral negotiations, as well as the smooth operation of international organizations. Global English has unified the negotiation process, minimized ambiguities, increased the speed of communication and the accuracy of phrasing, thus influencing the effectiveness of diplomatic agreements. In cultural studies and linguistics, English has been defined as the language that represents national interests, shapes the international image of the state, and demonstrates the competence of specialists in diplomatic circles. The facts presented show that a standardized language minimizes the risk of cultural misunderstandings, ensures transparent and trusting communication, and, on a global level, allows diplomats representing the interests of their states to appear professional and authoritative. The results of the study showed that in the 20th century, English became a universal tool for diplomatic interaction, controlling the quality of communication, standardizing procedures, mediating between cultures, and demonstrating the political position of states. Its dominance simplified the multilingualism of international negotiations, influenced the coordination of decisions, and formed a stable and predictable environment for international diplomacy.
