Abstract: Вступ України до ЄС потребує гармонізації вітчизняної екологічної нормативної бази із європейськими вимогами. Європейська система моніторингу якості повітря має суттєві відмінності із вітчизняною у сфері визначення площ досліджуваних територій, методології вимірювань, оцінці рівня забруднення та інформування про це населення. В Україні розроблено механізм імплементації європейських норм щодо якості повітря з реформуванням системи моніторингу довкілля. Метою роботи був аналіз наслідків реформування вітчизняної системи моніторингу згідно вимог європейського законодавства для якості повітря міських екосистем. Для дослідження було обрано м. Черкаси. Черкаси є обласним центром Центрального регіону, яке нараховує приблизно 250 тис. містян та характеризується стабільно забрудненим повітрям. Для оцінки перспектив поліпшення якості повітря в міських екосистемах внаслідок реформування вітчизняної системи моніторингу було проведено порівняльний аналіз якості повітря м. Черкаси та його європейського міста-побратима Бидгощ (Польща). Визначені суттєві відмінності в методологічних підходах до моніторингових спостережень. Відмічені відмінності в автоматизації обробки отриманих даних та сповіщенні міського населення про якість повітря в умовах реального часу. В Черкасах населення щотижня інформується про перевищеннях ГДК окремих полютантів в повітрі міста без прив’язки до окремих районів та наслідків для здоров’я населення. В європейському місті головна увага приділяється концентрації дрібнодисперсного пилу у повітрі, який суттєво впливає на розвиток та поширеність респіраторних захворювань. Реформування системи моніторингу якості повітря може поліпшити якісні показники міських екосистем та сприяти сталому розвитку країни. Адаптація системи моніторингу відповідно до європейських вимог на регіональному рівні передбачає значні фінансові вкладення. В короткостроковій перспективі масштабна модернізація системи локального моніторингу для більшості регіонів є нереалістичною оскільки в післявоєнний час значна кількість інвестицій буде спрямована у відбудову країни.
Purpose. The study aims to analyze the consequences and prospects of reforming Ukraine’s national air quality monitoring system in accordance with European Union requirements, specifically focusing on the impact of these changes on the environmental safety of urban ecosystems using the city of Cherkasy as a case study. Methodology. The research is based on a comparative analysis of methodological approaches to air quality monitoring in Cherkasy (Ukraine) and its sister city, Bydgoszcz (Poland). The study evaluates differences in measurement techniques, data processing automation, pollutant prioritization (specifically PM2.5 and PM10), and public notification protocols within the context of harmonizing national legislation with Directive 2008/50/EC. Findings. Significant discrepancies were identified between the Ukrainian and European monitoring systems regarding spatial distribution, measurement frequency, and public health focus. While monitoring in Cherkasy relies on weekly retrospective reporting of individual chemical pollutants without district-level specificity, the European model prioritizes realtime automated data on particulate matter (PM2.5, PM10), which are critical for respiratory health. The research highlights that the current Ukrainian system lacks the infrastructure for immediate health-risk communication to the urban population. Originality. For the first time, a comparative ecological assessment was conducted between Cherkasy and Bydgoszcz to demonstrate the practical gap between “post-Soviet” and “European” monitoring standards at the level of regional centers. The study contextualizes the transition period of Ukraine’s environmental monitoring reform within the specific socio-economic and geographical conditions of the Central Ukrainian region. Practical value. The results can be used by regional environmental protection departments and local self-government bodies to develop step-by-step strategies for the modernization of municipal monitoring networks. The identified differences in PM monitoring emphasize the need for prioritizing equipment upgrades in industrial regional centers to align with European public health protection standards. Conclusions. Reforming the air quality monitoring system is a fundamental step toward the sustainable development. of urban ecosystems and EU integration. However, the study concludes that large-scale, immediate modernization across most Ukrainian regions is financially constrained. In the post-war reconstruction period, a realistic approach involves phased investment and the integration of automated notification systems to bridge the information gap before full technical re-equipment is achieved.
