Гармонізація та консолідація економічних інтересів використання потенціалу кластерної політики регіонів

Abstract

У статті обгрунтовано доцільність процесів гармонізації та консолідації економічних інтересів суб’єктів формування та використання потенціалу кластерної політики регіонів. Доведено, що результативність процесів гармонізації та консолідації економічних інтересів залежить від ефективності їх оцінки. Систематизовано підходи та інструменти узгодження економічних інтересів. Визначено особливості і сфери вживання методів, використовуваних для оцінки узгодженості економічних інтересів. Рекомендовано модель консолідації та гармонізації економічних інтересів влади, бізнесу та населення у формуванні та використанні потенціалу кластерної політики розвитку регіонів. Наведено загальні етапи проведення оцінки консолідації та гармонізації економічних інтересів влади, бізнесу та населення, серед яких: вибір критерію оцінки, вибір економічних показників для проведення економічного консалтингу, облік динаміки процесів, формування інтегруючого показника.

В статье обоснована целесообразность процессов гармонизации и консолидации экономических интересов субъектов формирования и использования потенциала кластерной политики регионов. Доказано, что результативность процессов гармонизации и консолидации экономических интересов зависит от эффективности их оценки. Систематизированы подходы и инструменты согласования экономических интересов. Определены особенности и сферы применения методов, используемых для оценки согласованности экономических интересов. Рекомендована модель консолидации и гармонизации экономических интересов власти, бизнеса и населения в формировании и использовании потенциала кластерной политики развития регионов. Приведены общие этапы проведения оценки консолидации и гармонизации экономических интересов власти, бизнеса и населения, среди которых: выбор критерия оценки, выбор экономических показателей для проведения экономического консалтинга, учет динамики процессов, формирование интегрирующего показателя.

The article substantiates the expediency of the processes of harmonization and consolidation of the economic interests of the subjects of formation and use of the potential of the regional cluster policy. It is proved that the effectiveness of the harmonization and consolidation of economic interests depends on the effectiveness of their assessment. It is indicated that assessing the degree of coordination, consolidation and harmonization of interests is a complex concept, since a number of criteria must be used to determine the degree of satisfaction of the needs of a person, enterprise, and management bodies. Systematized approaches and tools for harmonizing economic interests. The features and areas of application of the methods (linear correlation coefficient, correlation index, standard deviation, coefficient of variation, private and group coefficient of elasticity) used to assess the consistency of economic interests are determined. The model of consolidation and harmonization of the economic interests of the authorities, business and the population in the formation and use of the potential of the cluster development policy of the regions, which allows to obtain a solution area, is recommended. The resulting decision area can become the basis for the formation of an effective strategy for consolidation and harmonization of the key interests of clustering in the paradigm of relations “power-business-population”. The general stages of assessing the consolidation and harmonization of the economic interests of the authorities, business and the population are given, among which are: the selection of the evaluation criteria, the choice of economic indicators for economic consulting, taking into account the dynamics of processes, the formation of an integrating indicator. It is proved that in the process of researching the key interests of using the potential of the cluster policy of Ukraine, it is necessary to include in the sequence of this process a logical chain of managerial actions: studying the problems of the market environment generated by the imbalance of key interests; determination of development priorities of the regions of Ukraine; substantiation and implementation of mechanisms for regulating the key interests of clustering.
