Взаємозв’язок розвитку об’єднаних територіальних громад з розвитком регіону

Abstract

Досліджено сутність територіальної громади як суб’єкта економічних відносин у регіоні, результати діяльності якого забезпечують регіональний розвиток. Доведено, що реформування територіальної організації влади є дієвим механізмом стимулювання економічної активності, розробки ефективних стратегій регіонального та місцевого розвитку. Здійснено подальший розвиток наукового і понятійного апарату терміна «об’єднана територіальна громада» та визначено чинники її розвитку. Проаналізовано результати діяльності об’єднаних територіальних громад за показниками середнього розміру власних доходів, надходженням місцевих податків і зборів, дотаційності бюджетів, питомої ваги видатків на утримання апарату управління у власних ресурсах. Визначено функції територіальних громад, виконання яких забезпечує регіональний розвиток. Встановлено принципи фінансового забезпечення діяльності об’єднаних територіальних громад, що є підґрунтям їх фінансової спроможності.

The development of the regions is one of the most urgent in the social and economic life of the state, given the fact that the state's competitiveness in the global world depends on the status of individual units of the integrated economic space. The world experience of the regional development confirms that the local government ensures the economic, political, social, ecological state of development. It creates the conditions for the small and medium-sized businesses development and for attracting investors that contribute the employment increase by the expense of new workplaces. The solution of these problems affects the living standards of the local population; it increases the budget revenues of all levels that affects the development of the state positively. The proper completion of the functions by local government depends on the organization of local self-government. The instability of the internal political situation in Ukraine has caused the aggravation of the issue of the decentralization of power, which is based on the transfer of powers and resources to lower levels of government. In the article the essence of the territorial community as the subject of economic relations in the region is proved and the results of which are provided by regional development. It is demonstrated that the reform of the territorial organization of power is an effective mechanism for stimulating economic activity, developing effective strategies for regional and local development. The further development of the scientific and conceptual apparatus of the term "united territorial community" is done and the factors of its development are determined. The results of the activity of the united territorial communities by the indicators of the average own income, by the income of local taxes and fees, by the subsidy budgets, by the share of expenditures on the maintenance of the management apparatus in their own resources are analyzed. The functions of the territorial communities, the implementation of which is provided by regional development is determined. The principles of financial support of the activity of united territorial communities, which are the basis of their financial capacity are established
