Abstract

На сучасному етапі розвитку людства відбувається перетворення світу на єдину структурно–функціональну систему, у політичній площині він виявляється не стільки біполярним, скільки плюралістичним. Звичайно, нова градація цивілізації, яку намагається очолити Захід, продовжує протистояти Сходу. Але з’явилися нові центри випереджального розвитку: поряд із Західним–Північноатлантичний і, частково, Далекосхідний, у яких відбувається утвердження постіндустріального, інформаційного типу суспільства. Водночас, у створенні пост біполярного світу важливу роль починають відігравати країни Азії та Близького Сходу. Це має важливе значення для переходу людства від ядерного до «комплексного стримування», яке ґрунтується на розумінні поліморфічної природи загроз, що формуються внаслідок руйнування біполярного світового ладу та необхідності диверсифікації підходів щодо стратегій, розроблених у роки «холодної війни».

At the present stage of human development, the transformation of the world into a single structural and functional system takes place, in the political plane it turns out not so much bipolar as pluralist. Of course, the new gradation of civilization, which is trying to lead the West, continues to resist the East. But new centers of advanced development appeared: along with the West – the North Atlantic and, partly, the Far Eastern, where the establishment of postindustrial, informational type of society is taking place. At the same time, the countries of Asia and the Middle East are beginning to play an important role in creating a post of bipolar world. This is important for the transition of mankind from nuclear to «comprehensive containment», which is based on the understanding of the polymorphic nature of the threats posed by the destruction of the bipolar world order and the need to diversify approaches to strategies developed during the Cold War
