Державне управління України в умовах надзвичайних ситуацій: історія розвитку (до періоду незалежності)

Abstract

Розглянута історія розвитку державного управління України як складової Російської імперії та СРСР в умовах надзвичайних ситуацій до періоду незалежності. Особлива увага звертається на провідну роль держави та її органів управління у боротьбі з наслідками надзвичайних ситуацій. Пояснюється мета створення, роль та завдання цивільної оборони. Метою статті є показати закономірний історичний процес переорієнтації державних заходів на надзвичайні ситуації техногенного та природного характеру і спрямування заходів цивільної оборони на мирний період. На основі застосування загальнонаукових методів (аналіз, синтез, опис, пояснення) була досягнута мета та реалізовані заплановані завдання.

The history of the development of the state administration of Ukraine as a part of Russian Empire and the USSR under the conditions of emergency situations till the period of independence is considered. Special attention is paid to the leading role of the state and its governing bodies in the fight against the consequences of emergency situations. The goal of formation, a role and tasks of civil defense are explained. The purpose of the article is to show a natural historical process of reorientation of the state measures to emergency situations of anthropogenic and natural character and the direction of civil defense measures to the period of peace. On the basis of the appliance of general scientific methods (analysis, synthesis, description, explanation) the goal is achieved and planned tasks are realized
