Державна підтримка інвестиційного забезпечення аграрного сектору економіки

Abstract

Статтю присвячено вивченню теорії та практики державної підтримки інвестиційного забезпечення аграрного сектору національної економіки, висвітленню теоретико-методологічних засад держпідтримки розвитку галузей агарного сектору, а також визначенню особливостей діяльності українського уряду в цій сфері. До форм такої діяльності автор відносить програми державної підтримки аграріїв за рахунок коштів державного та місцевих бюджетів. За підсумками вивчення тенденцій держпідтримки розвитку агросектору в період 2017–2021 рр. констатовано збереження ключових напрямів, а також окреслено розширення державної підтримки аграріїв у 2021 р. за такими напрямами: страхування аграрної продукції та компенсація за купівлю земель сільськогосподарського призначення, підтримка фермерів у сфері органічного виробництва, розширення підтримки розвитку тваринництва. Окреслено основні елементи механізмів реалізації програм держпідтримки агросектору в реаліях української економіки.

The article is devoted to the study of the theory and practice of state support for investment provision of the agricultural sector of the national economy. The purpose of the article is to highlight the theoretical and methodological principles of state support for the development of the agricultural sector of the modern economy, as well as to determine the features of the Ukrainian government in this area. To the forms of such activity the author includes programs of the state support of agrarians at the expense of means of the state and local budgets. It has been stated that in recent years the state support of the agricultural sector in Ukraine has undergone significant changes: the government has abandoned the preferential VAT regime for farmers in favor of public funding of branches of the sector in certain programs and areas. As a result of the analysis of the volumes of financing of state programs of support to the agricultural sector and their dynamics during 2017–2019, it has been determined that despite the growth of planned volumes of financing of programs, real indicators of the state support in this period were performed at a low level. According to the results of studying the trends of state support for the development of the agricultural sector in the period 2020–2021, the preservation of key areas: livestock, farming, horticulture, compensation for the cost of agricultural machinery, interest compensation on loans is stated. The expansion of state support for farmers in the following areas: insurance of agricultural products and compensation for the purchase of agricultural land, support for farmers in the field of organic production, expansion of support for livestock development is also outlined. The peculiarities of normative-legal support of state support programs, the main current normative acts, which are aimed at financial support in the agricultural sector of the economy, are generalized. The main elements of the mechanisms of implementation of state support programs for the agricultural sector in the realities of the Ukrainian economy are outlined.
