Проблема визначення показників вимірювання якості вищої освіти

Abstract

У статті розглядаються такі інструменти вимірювання якості вищої освіти, як внутрішня система забезпечення якості вищої освіти, міжнародні рейтинги університетів та механізми фінансування закладів вищої освіти. В ній також міститься огляд показників, пов’язаних із освітою, що використовуються в цих інструментах. Основними інформаційними джерелами для дослідження проблеми визначення показників вимірювання якості вищої освіти виступили річний звіт Національного агентства із забезпечення якості вищої освіти; результати кабінетного дослідження, проведеного з метою виявлення показників вищої освіти, які використовуються при укладанні найбільш відомих міжнародних рейтингів університетів; результати опитування, проведеного Європейською асоціацією університетів (EUA) з метою оновлення інформації щодо основних механізмів фінансування закладів вищої освіти та показників, котрі на них впливають.

The article presented by the author provides information on the internal system of quality assurance, international university rankings and funding mechanisms of higher education institutions. It also provides an overview of the indicators linked to education used in these tools. The purpose of the article is a data-driven analysis of higher education about the use and methodological validity of indicators currently applied to measure the quality, performance or effectiveness of higher education. The internal systems of quality assurance and funding mechanisms are considered as a part of system steering with a direct effect on the functioning of the institutions, the role of rankings is discovered in the context of their impact on institutional reputation. The article is based on such sources of information as: Annual report of the National Agency for Quality Assurance in Higher Education for 2019; the results of the desk research to identify indicators of quality higher education used by the most popular international rankings of universities; the results of a survey conducted by the European University Association (EUA) to update the information on the main funding allocation mechanisms and indicators that influence them. The list of tools covered in this article is not meant to be exhaustive. But while acknowledging its limited scope, the author seeks to provide a constructive input to the debate on indicators used to measure quality in higher education by the internal systems, international rankings and funding allocation mechanisms. Moreover, the article does not cover indicators by external system of quality assurance of higher education institutions since this would require a differently designed analysis.
