Професійний розвиток працівників лісового господарства: підходи до оцінювання інтенсивності та результативності

Abstract

Мета статті полягає у систематизації підходів до оцінювання інтенсивності та результативності процедур професійного розвитку працівників лісового господарства України як інструменту підвищення ефективності функціонування суб’єктів господарювання галузі в умовах військового стану та у повоєнний період. Обґрунтовано актуальність обраної тематики дослідження на основі чотирьох доказів щодо особливостей функціонування лісового господарства. Визначено, що основним видом професійного розвитку персоналу виступає процес підвищення кваліфікації та доведено важливість цього виду професійного розвитку для суб’єктів господарювання лісового господарства. Проаналізовано тенденції, що склалися в галузі лісового господарства за останні 20 років у сфері підвищення кваліфікації персоналу. Встановлено роль методико-методичного підґрунтя оцінних процедур у справі підвищення інтенсивності та результативності процесів професійного розвитку персоналу суб’єктів господарювання лісового господарства. Систематизовано оцінний інструментарій інтенсивності та результативності процедур підвищення кваліфікації працівників лісового господарства. Для кожного запропонованого показника оцінки обґрунтовано критерії оцінювання та конкретизовано особливості використання.

Victory in the war in Ukraine will largely depend on success on the economic front. For this, both real and potential external and internal resources and reserves must be activated. This will provide effective support for the implementation of all vital functions of the state. Forestry should play an important role in mobilizing resources to ensure the economic development and environmental security of Ukraine. The potential of forestry in terms of its role in the economic processes of the country is very high, and the final results will depend on the professionalism of the personnel in this industry. That is why sufficient attention should be paid to the professional development of Ukrainian forestry workers at the state and regional levels. Thus, the purpose of this article is to systematize approaches to evaluating the intensity and effectiveness of procedures for the professional development of forestry workers in Ukraine. This should become a tool to increase the efficiency of the functioning of business entities of the industry in the conditions of martial law and in the post-war period. It has been determined that the main type of professional development of personnel is the process of advanced training. The importance of this type of professional development for forestry business entities has been proven. The trends that have been developed in the field of forestry over the past twenty years in the field of personnel training have been analyzed. It is found that the intensity of professional development of forestry workers is so low that the frequency of passing training procedures many times exceeds the normative five years. The role of the methodological and methodical foundation of evaluation procedures for increasing the intensity and effectiveness of the processes of professional development of the personnel for forestry business entities has been established. Evaluation tools for the intensity and effectiveness of advanced training procedures for forestry workers have been systematized. For each proposed evaluation indicator, the evaluation criteria are substantiated and the features of use are specified.
