Світова практика післявоєнного відновлення та сценарування розвитку міст: перспективи для України

Abstract

Стратегічним завданням перед Україною є післявоєнне відновлення міст через російську агресію. Доведено, що післявоєнне відновлення міст це складний процес, що формує комплекс викликів, серед яких: пошук та залучення необхідних ресурсів, забезпечення фінансування кожного етапу плану відновлення; усунення корупційних ризиків, які є деструктивним явищем для розвитку не лише міст, але й країни в цілому; усунення соціальної напруги та конфліктних станів, шляхом узгодження та балансування інтересів ключових агентів розвитку міста. Проведено вивчення світового досвіду післявоєнної відбудови міст, що дозволяє сценарувати власну траєкторію відновлення українських міст з наступними ключовими завданнями: забезпечення комплексного підходу у процесах прогнозування; дотримання принципів сталого розвитку; інноваційно-орієнтований розвиток; залучення міжнародної допомоги та обмін досвідом з іншими країнами; системна боротьба з корупцією.

The article examines the world experience of post-war urban reconstruction, which allows you to build your own trajectory for the reconstruction of Ukrainian cities. It has been proven that the post-war reconstruction of cities is a complex process that creates a complex of challenges, including: finding and attracting the necessary resources, providing financing for each stage of the reconstruction plan; elimination of corruption risks, which are a destructive phenomenon for the development of not only cities, but also the country as a whole; elimination of social tension and conflict situations, by harmonizing and balancing the interests of key agents of the city's development. In the course of the study, an analysis of world practices of post-war urban reconstruction was carried out: Europe after the Second World War within the framework of the Marshall Plan and beyond; in some East Asian countries (Japan and South Korea); countries of the Middle East (Lebanon and Iraq); of Bosnia and Herzegovina after the 1991-1995 war. Analytical review of the world experience made it possible to outline the key tasks of the post-war reconstruction of Ukrainian cities, including: ensuring a comprehensive approach in the reconstruction process, which involves covering all spheres of the city's life; formation of a clear vision of the strategy and priorities of the post-war recovery and development of Ukrainian cities; involvement of local communities as active participants in the process of recovery and solving the city's key problems on appropriately formed open development platforms; compliance with the principles of sustainable development with the goal of building sustainable cities that are able to quickly respond and adapt to changes and external threats; innovation-oriented development, which allows, based on the involvement of advanced technologies on the latest approaches, to speed up and optimize the recovery process with the goal of ensuring the competitiveness and investment attractiveness of cities; attraction of international aid and exchange of experience with other countries based on the simultaneous observance of limited intervention of the international community in the political, economic and social processes of the development of the country and its territories; systematic fight against corruption at all levels of socio-economic relations. It is noted that a painful issue for Ukraine after the war is the restoration of the historical centers of cities, which is a complex process that requires balancing between the preservation of cultural heritage and adaptation to modern needs. A positive aspect of the post-war reconstruction of the cities of Ukraine is the opportunity to outline and implement a model of the city of the future based on the creation of new urban spaces and functional capabilities of the city, which allow us to quickly adapt to the changing needs of society, contribute to their development and improve the quality of life of residents, which is one of the basic aspects of modern urban planning
