Нормативне підґрунтя інвестиційно-інноваційного розвитку аграрного сектору економіки регіону

Abstract

Статтю присвячено аналізу ступеня достатності нормативного підґрунтя інвестиційно-інноваційного розвитку аграрного сектору економіки. Обґрунтовано, що для досягнення тенденцій інвестиційно-інноваційного розвитку аграрного сектору економіки регіону має бути створено дієве нормативно-законодавче підґрунтя. Проаналізовано нормативно-правові акти, які законодавчо регулюють в Україні тенденції розвитку аграрного сектору економіки та встановлено їх спрямованість на активізацію інвестиційної та інноваційної складових змін. Визначено напрями удосконалення нормативно-правової бази, спрямованої на активізацію інвестиційно-інноваційного розвитку аграрного сектору України в повоєнний період: продовження реформування земельних відносин; посилення стимулюючої дії щодо залучення інвестицій; сприяння доступу до фінансування; сприяти більшій транспарентності процедур управління; спрощення адміністративно-правових процедур для інвесторів та підприємців

The article is devoted to the analysis of the degree of sufficiency of the regulatory framework for investment and innovative development of the agricultural sector of the economy. The work used the method of system analysis, which made it possible to systematize problematic aspects and formulate directions for improving the country’s regulatory and legislative framework in the field of enhancing investment and innovative development of the agricultural sector of Ukraine. It is substantiated that in order to achieve trends in investment and innovative development of the agricultural sector of the regional economy, an effective regulatory and legislative framework must be created. The normative and legal acts that legislatively regulate the development trends of the agricultural sector of the economy in Ukraine and their established focus on enhancing the investment and innovation components of changes are analyzed. It is established that the legislation of Ukraine declares the need to intensify the investment and innovative development of the country’s agrarian sector without specifying the tools and mechanism for its practical support. The directions for improving the regulatory framework aimed at enhancing the investment and innovative development of the agricultural sector of Ukraine in the post-war period have been identified: continued reform of land relations; strengthening incentives to attract investment; facilitating access to finance; ensuring transparency of management procedures for agricultural enterprises and ensuring access to information for investors and stakeholders; simplification of administrative and legal procedures for investors and enterprises. The listed list of changes to legislation is not exhaustive; it should be supplemented depending on the needs that, at one time or another, depending on the circumstances, the country’s farmers directly have. The main thing that these changes should be aimed at is creating a stable and attractive investment climate for the agricultural sector of Ukraine and promoting its promising innovative development.
