Social Risk Management Financial Instruments

Abstract

The scientific research defines the essence and functions of social protection, substantiates the purpose of social protection. The classification of social risks is performed and the role of the state in the management of social risks is clarified. A thorough analysis of public spending on social protection in Ukraine and other countries has been performed. The main types of social protection have been agreed with financial instruments that ensure the reduction of the negative effects of social risks. The problems of building effective social risk management are studied and the main strategies of social risk management are analyzed: prevention strategy, counteraction strategy, overcoming strategy.

У науковому дослідженні визначено сутність та функції соціального захисту, обґрунтовано призначення соціального захисту. Виконано класифікацію соціальних ризиків та з’ясовано роль держави в управлінні соціальними ризиками. Виконано ґрунтовний аналіз державних видатків на соціальний захист в Україні й інших країнах світу. Узгоджено основні види соціального захисту з фінансовими інструментами, які забезпечують зменшення негативної дії соціальних ризиків. Досліджено проблеми побудови ефективного управління соціальними ризиками та проаналізовано основні стратегії управління соціальними ризиками: стратегію профілактики, стратегію протидії, стратегію подолання.
