Продовольча безпека регіону в контексті використання смарт – технологій в АПК

Abstract

В статті аргументується актуальність проблеми активізації процесу впровадження смарт – технологій в агропромисловий комплекс Україні на регіональному рівні. Основною метою проведеного дослідження є обґрунтування тезису про те, що формування стратегії розвитку, в тому числі АПК, на засадах смарт – спеціалізації, є не лише сучасним прогресивним джерелом конкурентних переваг високого порядку для підприємств АПК регіону, а й інструментом, імпульсом підвищення рівня продовольчої безпеки. Вивчено аналітику досліджень продовольчої безпеки країн Європи за останні роки, інтерпретовано результати та визначено роль впровадження концепції смарт – спеціалізації в розвитку цих країн. Авторами статті запропоновано власну систему показників для визначення рівнів впливу регіонів України на формування продовольчої безпеки країни, розроблену у відповідності до методології Global Food Security Index (GFSI). Досліджено закордонний досвід впровадження смарт – технологій в агропромисловий комплекс регіонів, визначено основні орієнтири та можливості перенесення результатів вивченого досвіду на регіони України з урахуванням особливостей чинного законодавства України та проблем і перспектив розвитку підприємницьких структур АПК. В статті також наведено основні тренди розвитку сільського господарства на основі концепції цифровізації, як одного із визначальних факторів продовольчої безпеки. Сучасний АПК вимагає стрімких змін у відповідність до розвитку інформаційних, комунікаційних, інноваційних технологій. Тож, стимулювання смарт – спеціалізації є одним із пріоритетів регіональної економічної політики, нагальним питанням сьогодення і, безумовно вимогою ЄС в рамках Угоди між Україною та ЄС, а також одним із найпотужніших активаторів, здатних розблокувати регіональний потенціал для структурних і технологічних змін в агропродовольчій сфері та агропромислової модернізації на інноваційній основі.

The article deals with the urgency of the problem of activation of the process of introduction of smart technologies in the agro - industrial complex of Ukraine at the regional level. The main purpose of the research is to substantiate the thesis that the formation of a development strategy, including agribusiness, on the basis of smart specialization, is not only a modern progressive source of high-order competitive advantages for the agribusiness of the region, but also a tool, an impulse to increase the level of food security. . Analyzes of European food security research in recent years have been studied, the results have been interpreted and the role of implementing the concept of smart specialization in the development of these countries has been determined. The authors of the article propose their own system of indicators to determine the levels of influence of regions of Ukraine on the formation of food security of the country, developed in accordance with the methodology Global Food Security Index (GFSI). The foreign experience of the introduction of smart technologies in the agroindustrial complex of regions is investigated, the main guidelines and possibilities of transferring the results of the studied experience to the regions of Ukraine are considered, taking into account the peculiarities of the current legislation of Ukraine and problems and prospects of development of business structures of agriculture. The article also outlines the main trends in agricultural development based on the concept of digitization as one of the determining factors for food security. Modern agroindustrial complex requires rapid changes in accordance with the development of information, communication, innovative technologies. Therefore, the promotion of smart specialization is one of the priorities of regional economic policy, an urgent issue of today and certainly a requirement of the EU within the framework of the Ukraine-EU Agreement, as well as one of the most powerful activators capable of unlocking the regional potential for structural and technological changes in the agro-food sector, agroindustrial modernization on an innovative basis
