Перспективи впровадження зарубіжного досвіду у розвитку венчурного підприємництва в Україні

Abstract

У статті розглянуто особливості інноваційної активності вітчизняної економіки: рівень витрат підприємств на інновації, частку інноваційної продукції. Виявлено, що зростання кількості венчурних підприємств не сприяє зростанню інноваційної активності економіки України. Зазначено, що малий та середній бізнес сприяє формуванню конкурентного середовища, гнучкості та індивідуалізації виробництва, що забезпечує йому необхідні передумови для впровадження інновацій. Однак, доступ зазначеного сектора бізнесу до традиційних джерел фінансування обмежений, що загострює потребу у розвитку венчурного інвестування. Активізація венчурного підприємництва потребує втручання держави. Вказано, що державне регулювання венчурного підприємництва має бути спрямованим на формування найбільш сприятливих умов для забезпечення ризикового інвестування провідних ланок інноваційної сфери національної економіки, зокрема, високотехнологічних процесів, які забезпечують конкурентні переваги вітчизняного бізнесу на міжнародних ринках. Оскільки, у багатьох країнах держава не лише формує правове поле з метою стимулювання розвитку венчурного інвестування, але й є безпосереднім учасником процесу фінансування, розглянуто інструменти державного впливу на розвиток венчурного інвестування закордоном, а саме у наступних країнах: Ізраїль, Фінляндія, Нідерланди, Чилі, Угорщина. Зважаючи на суттєве випереджання інноваційного та соціально-економічного розвитку даних країн в цілому порівняно з Україною, основну увагу зосереджено на тих моментах, які дозволяють використати цей досвід у вітчизняній практиці.

In the article the peculiarities of innovative activity of domestic economy, such as the level of enterprise expenditures on innovation and the share of innovative products are considered. It is revealed that the increase in venture enterprises number does not contribute to the growth of innovative activity of Ukrainian economy. It is determined that small and medium-sized business contributes to the competitive environment formation, the flexibility and individualization of production, which provides necessary prerequisites for innovation. However, the access to traditional funding sources for this business sector is limited, so the demand for venture capital development is exacerbated. Venture entrepreneurship activation requires the state intervention. It is noted that the state regulation of venture entrepreneurship should be aimed at creating the most favorable conditions for ensuring risky investment of leading links of innovative sphere of the national economy, in particular, high-tech processes that provide competitive advantages of domestic business in international markets. Considering that in many countries the state doesn’t only form the legal framework in order to stimulate the venture investment development, but is a direct participant in the financing process, the instruments of state influence on the venture investment development abroad, namely at Israel, Finland, the Netherlands, Chile and Hungary, are considered. Considering the essential outrunning of innovative and socio-economic development of these countries all-in-all comparing with Ukraine, the main attention is paid to those moments, which allow to use this experience in domestic practice.
