Розвиток та діяльність добровольчого протипожежного руху в УСРР–УРСР у 1917–1940 рр.

Abstract

Досліджено проблеми становлення та роботи Всеукраїнської надзвичайної протипожежної комісії з подолання кризових явищ у пожежній охороні УСРР на початку 20-х рр. ХХ ст. Охарактеризовано ключові публікації за проблематикою, якій присвячується наукова розвідка. Вивчено причини введення надзвичайних протипожежних комісій. Висвітлено основні напрями діяльності добровільних пожежних підрозділів. На основі застосування загальнонаукових методів досліджень об’єктивно з’ясовано роль добровільних пожежних організацій у забезпеченні протипожежного захисту населення.

The improvement of fire protection is crucial for the development of firefighting and rescue services of Ukraine. For a long time, fire protection structure was changed and reorganized repeatedly. During difficult socio-economic situation of underfunding in the USSR, the authorities tried to find the optimal solution to organizing the fire safety in communities, enterprises and organizations. The article analyzes the problems of the revival and development of volunteer firefighting organizations in Ukraine in the 20-30s of the 20th century. The key publications on the subject of scientific research are described. The issues of legal, financial, material and technical support of volunteer firefighting departments under the dominance of ideological monism and total control are considered. The main activities of volunteer firefighting departments are highlighted. Based on the application of general scientific research methods, the role of volunteer firefighting organizations in providing fire protection to the population has been objectively clarified
