Забезпечення розвитку системи управління якістю і безпечністю харчових продуктів регіонального агропромислового кластеру

Abstract

Стаття присвячена проблемі забезпечення розвитку системи управління якістю та безпечністю харчових продуктів регіонального агропромислового кластеру. Проведено аналіз сучасних підходів до системи управління якістю і безпечністю харчових продуктів агропромислового кластеру. Розглянуто основні теоретичні питання нормативно-правового забезпечення якості й безпечності харчових продуктів у країні та світі. Опрацьовано чинну законодавчу базу у цій галузі. Визначено проблемні напрями її застосування, надано пропозиції щодо удосконалення правової основи забезпечення якості та безпечності харчових продуктів в Україні. Запропоновано методи забезпечення розвитку системи управління якістю і безпечністю харчових продуктів на підприємствах агропромислового кластеру. Розроблено організаційну модель системи управління якістю і безпечністю харчових продуктів на підприємствах регіонального агропромислового кластеру.

Today, the provision of the quality and safety of food products is an inalienable and significant part of legal regulation of socio-economic relations. The integration of Ukraine into the world economic community is impossible without the creation of a perfect legal framework in this area. In view of this, the urgency of scientific elaboration of the problems of legal regulation support of the quality and safety of food products has been fully proved. A positive solution of the problem of increasing the competitiveness of agricultural enterprises (production, harvesting, processing, realization) depends on the system of management by the quality and safety of food products at both economic and regional levels. One of the conditions for increasing the competitiveness of enterprises in agrarian sector of the economy consists in the introduction of a cluster model of agro-industrial production, which strengthens the relations of its business entities through close cooperation on mutually beneficial terms and provides new impetus for the development of their activities. These benefits of cluster organization of agro-industrial production ensure the effective development of the system of management by the quality and safety of food products at the enterprises of regional agroindustrial cluster. The purpose of the article is to generalize the theoretical approaches concerning the support of the development of the system of management by the quality and safety of food products at the enterprises of regional agro-industrial cluster, to analyze the current state of normative legal provision of the quality and safety of food products in the country and to suggest ways in order to solve this problem. The formation of regional agro-industrial clusters is one of the most effective directions of socioeconomic development of the regions that allows to secure their competitive advantages in the field of food production and high level of food safety. The article is devoted to the problem of ensuring the development of the system of management by the quality and safety of food products of regional agro-industrial cluster. The analysis of modern approaches to the system of management by the quality and safety of food products of agro-industrial cluster is conducted. The basic theoretical questions of normative-legal maintenance of quality and safety of food products in the country and in the world are considered. The current legislative framework in this area is worked out. The problematic directions of its application are determined, the proposals regarding the improvement of legal basis for ensuring the quality and safety of food products in Ukraine are made. The methods for ensuring the development of the system of management by the quality and safety of food products at enterprises of agro-industrial cluster are offered.
