Трисекторна модель вищої освіти України

Abstract

У статті проведено аналіз системи вищої освіти України, зокрема, за ступенем вищої освіти «бакалавр», за секторальним розподілом галузей знань/спеціальностей відповідно до контингенту студентів у 2010/2011–2018/2019 навчальних роках. З використанням інтегрального показника, побудованого відповідно до правил золотого перерізу, запропоновано методологію оцінювання структурних зрушень у системі підготовки фахівців з вищою освітою ступеня вищої освіти «бакалавр». Розраховано відхилення інтегрального показника за трисекторною моделлю, яка відповідає структурі ВВП у постіндустріальній економіці; підкреслено важливість дослідження цих взаємозв’язків, оскільки вони підсилюються в умовах структурних перетворень економіки. Розрахунок інтегрального показника структурних зрушень вказує на необхідність заходів щодо посилення ролі держави в підвищенні рівня якості вищої освіти в Україні з урахуванням можливостей закладів вищої освіти (ЗВО) і потреб роботодавців у кваліфікованих фахівцях. Проведене в роботі оцінювання структурних зрушень у секторальній структурі вищої освіти України, а саме – розрахунки секторальних складових інтегрального показника відхилень від гармонійної структури за 2010/2011 – 2018/2019 навчальні роки, сформувало теоретичне підґрунтя для виявлення й оцінки закономірностей трансформації інституту вищої освіти в умовах ринкових відносин і зростаючої інтеграції та глобалізації освітнього простору.

Scientific study of the nature and role of education in socio-economic development of society has made it possible to consider the essence of education from an economic point of view, namely: to investigate the problem of structural changes in the higher education system of Ukraine. There is a need for interaction of education and science with real economic space and the solution of new market problems – training highly qualified personnel according to the needs of labor market. Taking into account the considerable number of publications on the outlined issues, it should be noted that scientific literature does not find comprehensive coverage of issues related to the study of the relationship of the higher education with state regulation of education, the needs of employers and opportunities of the higher education institutions of Ukraine, filling the GDP of Ukraine depending on the quantity of students. The purpose of the article is to conduct a deep, thorough study of the higher education system of Ukraine, the calculation of the integral index of structural changes, the need for measures to strengthen the role of the state in improving the quality of the higher education in Ukraine. The article proposes an integral index of structural changes in the system of training bachelor's degree specialists, which is built according to golden ratio rules. Assessment of structural changes in sectoral structure of the higher education of Ukraine will create a theoretical basis for identifying and assessing the patterns of transformation of the higher education institution under market relations, increasing integration and globalization of educational space. Structural changes in the higher education system of Ukraine today are poorly researched and there is a lack of definition of indices of structural changes assessment in the higher education system of Ukraine. The study of the higher education structures in Ukraine and its structural changes has revealed that the share of services that is responsible for the training of bachelor's degree specialists is much greater than the required "ideal" value, and the provision of specialists to provide GDP to agriculture sector is insignificant. This indicates that domestic economy needs to provide the SServ sector with highly qualified specialists capable of producing high quality intellectual product. The smallest deviation is demonstrated by the primary sector (SAgr), which is explained by inertial consequences of the branch structure, the development of which is ensured by high scientific and technical potential of Ukraine
