Оцінювання ступеня орієнтації регіонів України на смарт-спеціалізацію та інноваційний розвиток

Abstract

Статтю присвячено оцінюванню ступеня орієнтації стратегій розвитку регіонів України на смарт-спеціалізацію та інноваційний розвиток. В роботі обґрунтовано актуальність дослідження проблематики щодо оцінювання достатності ступеня орієнтації регіонів України на смарт-спеціалізацію при розробці власних стратегій розвитку. Доведено, що обрана проблематика дослідження є доволі молодою та не має розробленого або адаптованого до реалій українського регіонального управління теоретико-методологічного інструментарію. Окреслено сутнісне розуміння терміна «смарт-спеціалізація регіону». На підґрунті вивчення змісту стратегій розвитку окремих регіонів України за останні роки проведено дослідження наявності, чіткості визначення та змістовної конкретизації означеної регіональної спеціалізації. Здійснено порівняння проголошених смарт-спеціалізацій регіонів України та охарактеризовано рівень їх спрямованості на активізацію інноваційного розвитку регіонів та країни в цілому.

The article is devoted to assessing the degree of orientation of the development strategies of the regions of Ukraine towards smart specialization and innovative development, the implementation of which should become the starting point for the socio-economic improvement of the territory. The novelty of the work lies in the application of an integrated approach to the essential definition and establishment of the presence of smart specialization of the region, which has been done by examining the text of the corresponding regional development strategy. The paper substantiates the relevance of the problematic study to assess the adequacy of the degree of orientation of the regions of Ukraine towards smart specialization when developing their own development strategies. It is proved that the selected scientific problem is a rather young field of research and there is still no theoretical and methodological toolkit developed or adapted to the realities of the Ukrainian regional administration. The essential definition of the term "smart specialization of the region" has been defined, by which it is proposed to understand the purposeful orientation of the regional development strategy towards the activation of specific types of economic activities with a high level of growth potential and resource provision, accompanied by a synergistic direction of efforts of all participants in market relations, the implementation of which will allow to achieve ambitious goals of the innovative growth of the territory, social security of the population and the economic efficiency of the activities of all participants in regional economic relations. Based on the study of the content of development strategies for individual regions of Ukraine in recent years, a study of the presence, clarity of definition and substantive concretization of the specified regional specialization has been carried out. A comparison of the proclaimed smart specializations of the regions of Ukraine is carried out and the level of their focus on enhancing the innovative development of regions and the country as a whole is characterized
