Короткий огляд (реферат): Статтю присвячено методології макроекономічного моделювання науково-технічного прогресу з точки зору, яка є альтернативною сучасній парадигмі необмеженого потенціалу економічної ефективності. В основу дослідження покладено загальнонауковий метод переходу від простого до складного. Як вихідний пункт обрано загальні закономірності НТП, незалежні від окремих економічних факторів. Аналіз довгострокової економічної динаміки спирається на модель обмеженого науково-технічного прогресу (LSTP-модель), що вперше запропонована в цій статті. В ході моделювання показується, що навіть за нескінченних ресурсів, спрямованих до науково-дослідного сектору, темп НТП має свою межу. В зв’язку з цим формулюється висновок, що для технологічного розвитку важливі не тільки обсяг і якість ресурсів у науково-дослідному секторі, але й тривалість їх використання. Застосована в статті методологія реалізує загальнонауковий принцип відповідності. Показується, що: 1) класичні моделі необмеженого НТП є граничним випадком одного з пропонованих рівнянь; 2) традиційні виробничі функції є граничним випадком пропонованої виробничої функції з обмеженнями на максимальну ефективність продукту та мінімальну – факторів виробництва. Особливістю проведеного дослідження є поліваріантний підхід – розгляд та порівняльний аналіз можливих варіантів макроекономічних функцій та рівнянь динаміки. На основі такого підходу було визначено функції та рівняння, що описують нерівномірність економічного розвитку, коливання темпів зростання ефективності та ендогенні хвилі НТП. Показується, що нові показники (потенціалу підвищення ефективності, індексу достатності фактора НТП та складені з них функції) дають змогу адекватно аналізувати усе складніші аспекти науково-технічного прогресу. Запропоновано функцію екзогенної динаміки, що відображає екзогенний вплив на НТП. Її аналіз дав можливість адекватно описати історичну динаміку різних економічних систем, що різняться балансом позитивних та негативних екзогенних чинників. Загальні закономірності НТП моделюються за допомогою складених (у тому числі неявних) функцій. Залежно від специфіки досліджуваного процесу можуть використовуватися складені функції більш високих порядків. З математичної точки зору, представлені рівняння динаміки класифікуються як звичайні автономні диференціальні рівняння першого порядку. Такий математичний апарат дав змогу продемонструвати необхідність дотримання загальнонаукового принципу однорідності часу. Показується, що обмежений науково-технічний прогрес (на відміну від необмеженого) може бути описаний за допомогою функції корисності.
Formulation of the problem. The modern economic paradigm is the idea of unlimited prospects of science and technology in the distant future and consequently the relativity (temporality) of the limitations of production efficiency and the rate of its increase. According to the author, the hypothesis of unlimited technical development seems too optimistic. At the macrolevel, all known natural processes have certain limitations in speed and efficiency, so it is logical to assume that technological processes and product quality (as a result) are also subject to certain restrictions. The purpose of the article consists in the creation of a model of limited scientific and technological progress, its verification and demonstration of its applicability. Research methods. The article uses elementary implicit and complex functions, autonomous firstorder differential equations. Their study was carried out using classical mathematical analysis and the geometry of plane curves. If necessary, a transition was made to a more informative coordinate system, or to the joint use of two such systems. The sequence of the study. It begins with the definition of STP as an implicit function of many variables. At the first stage of the study, it is assumed that all its arguments, except for time and effectiveness, are constant. This approach has made it possible, firstly, to justify the regularity of the differential nature of the efficiency model, and secondly, to find out its form. Next, concepts such as the potential for increasing efficiency and the function of it are introduced sequentially. The next stage demonstrates the possibilities of deterministic modeling of the STP non-uniformity – infinitely repeating waves (oscillations) and acyclic exogenous fluctuations. At the third stage of the study, the concept of the sufficiency index of factors that stimulate STP and the function of this index are introduced. At the final stage, the concept of product efficiency is introduced and its relationship with the productivity of fixed assets is considered. Conclusions. The study has allowed us to obtain important theoretical results. First, it has been shown that classical models of unlimited progress are the limiting case of one of the proposed equations. In turn, the endogenous rate of STP acts as an upper limit for its stimulation. Similarly, traditional production functions prove to be the limiting case of a production function with restrictions on maximum product efficiency and minimum efficiency of production factors. Thus, the proposed methodology implements an important general scientific principle of correspondence, according to which models describing a narrower range of processes and phenomena should be a special case of a more general model. Secondly, the study has demonstrated heuristic capabilities of the method of transition from simple to complex. Consistent consideration of new production factors – product efficiency and operating fixed assets, their relationships – allows to obtain more and more specific models of scientific and technical progress. Thirdly, multivariate approach used in this study has made it possible to compare different analytical forms of the LSTP model and simulate phenomena such as the non-uniformity of STP rates, STP endogenous waves, historical trend in the development of economic systems and acyclic fluctuations around it. Fourth, mathematical methods used in this article have allowed to study qualitative features of the proposed economic functions and equations of dynamics, as well as conduct a comparative analysis of them in terms of realism, exclude unacceptable options and find new ones. Fifth, the study has extended the universally recognized principle of limited resources to their future effectiveness and the possible rate of its increase.
