Оцінка економічного потенціалу регіонів України в умовах становлення економіки знань

Abstract

Метою наукового дослідження є систематизація показників, які дають можливість оцінити спроможність регіонів України до результативного формування економіки знань (далі – ЕЗ). Для реалізації поставленої мети використано системний підхід та метод логічного узагальнення. Результатом наукового дослідження є обґрунтування та систематизація показників, на основі яких доцільно здійснювати аналіз економічного потенціалу регіонів України до формування ЕЗ, забезпечити достатність інформаційної бази для якісного здійснення цієї процедури та пошук додаткових джерел інформації щодо визначення стану досягнутого рівня готовності країни до знаннєвого розвитку. Наукова новизна дослідження полягає у вдосконаленні критеріальної бази діагностики потенційних можливостей регіону до формування ЕЗ, яку систематизовано за її компонентами. Практична значимість дослідження визначається подальшим розвитком інформаційного забезпечення оцінки формування ЕЗ у регіонах України.

The purpose of scientific research is to systematize indicators that make it possible to assess the ability of Ukrainian regions to produce a knowledge economy (hereinafter – КE) effectively. To achieve this goal, a systematic approach and a method of logical generalization have been used. The result of the scientific research is to substantiate and systematize the indicators, on the basis of which it is advisable to analyze the economic potential of the regions of Ukraine to form the KE, to provide sufficient information base for the qualitative implementation of this procedure and to search for additional sources of information to determine the state of the country's level of readiness for knowledge development. The scientific novelty of the research is to improve the criterion base for diagnosing the potential of the region to form the KE, which is systematized on the basis of its components. The practical relevance of the study is determined by the further development of information support for assessing the formation of КE in the regions of Ukraine. The data of special statistical forms of reporting by economic entities, educational institutions and science are analyzed. At the same time, it has been revealed that the information base is insufficient and incomplete, which makes it difficult to objectively identify the existing trends of knowledge development of a certain territory. Indicators have been systematized to assess the ability of Ukrainian regions to produce a knowledge economy based on the accentuation of groups of indicators on the criteria of innovation, the degree of use of information and communication technologies, the level of development of science and hightech industries, education of children, young people and adults.
