Організаційні аспекти створення освітнього кластера «Чернівці навчаються» як елементу креативної економіки регіону

Abstract

У статті обґрунтовано пілотний проєкт створення освітньо-професійного кластера «Чернівці навчаються» як одного з необхідних елементів концептуальної трансформації регіональної освітньої мережі та соціально-економічного розвитку Чернівецької області на основі мережевих технологій. Сформовано ключову мету і основні цілі професійно-освітнього кластера, які агреговані відповідно до чотирьох підкластерів: «Освіта», «Бізнес», «Інновації та маркетинг», «Стейкхолдери». Запропоновано визначення категорії «освітній кластер». Визначено основні напрями діяльності кластера та описано портрет учасників освітньо-професійного кластера «Чернівці навчаються». Розроблено модель професійно-освітнього кластера. Акцентовано, що професійно-освітній кластер дозволить інтегрувати в єдину мережу заклади освіти, які готують працівників і спеціалістів для індустрії гостинності, ресторанного та туристичного бізнесу Чернівецької області, представників реального бізнесу та стейкхолдерів для реалізації безперервної освіти і просування іміджу Буковини як освітнього хабу індустрії гостинності та туризму. А мережева організація кластера передбачає універсальну модульну структуру, в якій вилучення чи заміна одного з вузлів не руйнує кластер. Зроблено висновок, що професійно-освітній кластер дозволить налагодити повноцінну взаємодію організацій освітньої та бізнесової підсистеми, представленої потенційними роботодавцями.

The article substantiates a pilot project for the creation of an educational and professional cluster "Chernivtsi is learning" as one of the necessary elements of the conceptual transformation of the regional educational network and socio-economic development of the Chernivtsi region based on network technologies. The key goal and main aims of the educational and professional cluster, which are aggregated in accordance with four sub-clusters: "Education", "Business", "Innovation and Marketing", "Stakeholders", have been formed. It is determined that an educational cluster is a special network of interrelated complementary subjects that are located in the territory of a certain region (city, district, region), consolidate efforts, integrate resources for the realization of common and personal interests. The main areas of the cluster’s activities are determined and the portrait of the participants of the educational and professional cluster "Chernivtsi are learning" is described. A model of the educational and professional cluster has been developed. It was emphasized that the professional-educational cluster will allow the integration into a single network of educational institutions that train workers and specialists for the hospitality industry, restaurant and tourism business of the Chernivtsi region, representatives of real business and stakeholders to implement continuous education and promote the image of Bukovyna as an educational hub of the hospitality and tourism industry. And the network organization of the cluster provides for a universal modular structure, in which the removal or replacement of one of the nodes does not destroy the cluster. It is concluded that the educational and professional cluster will make it possible to establish fullfledged interaction between organizations of the educational and business subsystems represented by potential employers.
