Національні економічні інтереси України в парадигмі змін управлінської безпеки в умовах інформаційної економіки

Abstract

У статті зазначено, що інформаційна економіка окреслює новітніми векторами розвитку усі управлінські та безпекові системи, що формують прогрес в суспільному відтворені національного продукту. Відображено що розвиток інформаційної економіки формує парадигми та відповідні зміни економіки в системі знань, що забезпечують новій рівень відносин «бізнес-влада-населення», як комунікацій на основі принципів: інформаційної відкритості та прозорості, комплексної управлінської безпеки, мотивації спільної діяльності в інтегрованих об’єднаннях. Окреслено, що для української національної економіки пріоритетами національних економічних інтересів постають: формування нової моделі національної економіки на платформі парадигмальної єдності влади, бізнесу населення з розумінням умов гармонійного вирішення конфліктних станів та активної економічної політики в формування кластерно-інноваційного вектору зрушень та відповідності до ринкового середовища ЄС. Тому питання національних економічних інтересів України набуває своєї актуальності в системі знань розвитку інформаційної економіки та забезпечує стрімке просування суспільного прогресу.

The article discusses the issue of national economic interests of Ukraine in the conditions of the information economy. It is noted that the information economy outlines and inspires with the latest vectors of development all management and security systems that shape progress in the social reproduction of the national product. It is outlined that the information economy appears as a systematic, progressive activity of each person in the personal and collective reflected reproduction of informa- tion products and relevant services for the purpose of accumulating knowledge and forming development priorities in the area of safety, stability, taking into account the vectors of information progress. It is shown that the development of the information economy forms paradigms and corresponding changes in the economy in the knowledge system, which provide a new level of "business-govern- ment-population" relations, as communications based on the principles of: information openness and transparency, complex management security, motivation of joint activities in integrated environments associations. These principles become basic in the determination of national interests, the formation of security relations, singled out issues for the implementation of targeted economic, social and man- agement-security policies, the development of strategic plans at all levels of the functioning of the national economy. For the Ukrainian national economy, the priorities of national economic interests are: the formation of a new model of the national economy on the platform of the paradigmatic unity of power, the business of the population with an understanding of the conditions for harmonious resolution of conflict situations, and an active economic policy in the formation of a cluster-innovation vector of shifts and compliance with the EU market environment. Therefore, the question of the nation- al economic interests of Ukraine acquires its relevance in the knowledge system of the development of the information economy, which ensures the rapid advancement of social progress regardless of the existing problems in the national economy, the conduct of military operations on the territory of the country, social unrest and other conflict situations.
