Нормативне підґрунтя стратегічного партнерства бізнесу та освіти в регіоні

Abstract

Актуальність теми дослідження зумовлена потребою у забезпеченні якісної підготовки фахівців, здатних задовольнити сучасні вимоги регіональних ринків праці. У повоєнний період швидкість процесів відновлення економіки України значною мірою буде залежати від ефективної взаємодії між закладами освіти та представниками бізнесу на регіональному рівні. Водночас нормативно-правове регулювання цього партнерства поки що залишається фрагментарним і недостатньо адаптованим до практичних і актуальних на сьогодні потреб сторін. Недосконалість законодавчої бази стримує розвиток дуальної освіти, реалізацію освітніх програм, узгоджених з вимогами роботодавців, та формування сталих інституційних механізмів співпраці. Саме тому наукове осмислення та удосконалення нормативного підґрунтя партнерства між освітою та бізнесом сьогодні набуває особливої значущості. Зазначене відкриває можливості для гармонізації інтересів учасників освітнього процесу та суб’єктів господарювання, сприяючи підвищенню конкурентоспроможності випускників на ринку праці. Вирішення цього завдання є необхідною умовою для формування ефективної регіональної політики у сфері людського капіталу та інноваційного розвитку. Метою дослідження виступає оцінка нормативного забезпечення України щодо активізації різних аспектів стратегічного партнерства бізнесу та освіти як умови відновлення економіки регіонів під час війни та в повоєнний період. Об’єктом дослідження виступають суспільні відносини, що виникають у процесі нормативно-правового регулювання співпраці між закладами освіти та суб’єктами господарювання в контексті регіонального розвитку. Завдання дослідження полягає у виявленні проблемних аспектів чинного нормативно-правового забезпечення стратегічного партнерства між бізнесом та освітою в Україні на регіональному рівні та обґрунтуванні напрямів його удосконалення. Методологічною основою дослідження виступив системний підхід до аналізу нормативно-правових актів, що регламентують взаємодію бізнесу та освіти, а також методи наукової абстракції та логічного узагальнення. За результатами дослідження сформульовано рекомендації щодо вдосконалення нормативного підґрунтя партнерства освіти і бізнесу в регіонах країни. Сфера застосування результатів дослідження охоплює нормотвірну діяльність органів державної влади, практичну діяльність закладів освіти, стратегічне планування суб’єктів господарювання та розробку регіональних програм розвитку. Результати дослідження дозволять: підвищити ефективність реалізації освітніх програм закладів освіти України через більш інтенсивне залучення представників підприємницького сектору; сприяти інтеграції освіти, науки та виробництва як ключової умови розвитку людського капіталу в регіонах країни; спрямувати зусилля регіональних органів влади, освітніх установ і бізнесу на відновлення регіональної економіки в повоєнний період.

The relevance of the research topic is due to the need to ensure high-quality training of specialists capable of meeting current requirements of regional labour markets. In the post-war period, the speed of Ukraine's economic recovery will largely depend on effective cooperation between educational institutions and business representatives at the regional level. At the same time, the legal and regulatory framework for this partnership is still fragmented and insufficiently adapted to practical and current needs of the parties. The imperfection of the legislative framework hinders the development of dual education, the implementation of educational programmes coordinated with the requirements of employers, and the formation of sustainable institutional mechanisms for cooperation. That is why scientific understanding and improvement of the regulatory framework for partnership between education and business is of particular importance today. It opens up opportunities for harmonising the interests of participants in the educational process and business entities, helping to increase the competitiveness of graduates in the labour market. The solution of this problem is a prerequisite for the formation of an effective regional policy in the field of human capital and innovative development. The purpose of the study was to assess the regulatory framework of Ukraine to intensify various aspects of strategic partnership between business and education as a condition for regional economic recovery during the war and the post-war period. Social relations arising in the process of regulatory and legal framework of cooperation between educational institutions and business entities in the context of regional development are the object of research. The task of the study is to identify problematic aspects of the current regulatory framework for strategic partnership between business and education in Ukraine at the regional level and to substantiate the directions for its improvement. A systematic approach to the analysis of legal acts that regulate the interaction between business and education, as well as methods of scientific abstraction and logical generalisation were the methodological basis of the study. Based on the results of the study, recommendations were formulated to improve the regulatory framework for partnerships between education and business in the country's regions. The scope of application of the research results covers regulatory activities of state authorities, practical activities of educational institutions, strategic planning of business entities and the development of regional development programmes. The results of the study will allow to: increase the efficiency of the implementation of educational programmes of educational institutions of Ukraine through more intensive involvement of representatives of the business sector; promote the integration of education, science and production as a key condition for the development of human capital in the regions of the country; direct the efforts of regional authorities, educational institutions and businesses to restore the regional economy in the post-war period.
